Larry will share about latest property values. Then, special presenter Lawrence Yun will share insights on economic trends and the real estate market. 8:30 a.m. Registration / Buffet Breakfast 9:00 a.m. Program Begins 10:30 a.m. Program Ends Forum Presenters: Volusia County’s Property Appraiser Larry Bartlett will discuss his department’s determination of current real estate values across all market segments, both commercial and residential, and geographical areas – the year-over-year changes and trends, and their implications for property owners, government officials, real estate professionals, developers and the business community. Larry has lived in the Ormond Beach area since 1970 and obtained his bachelor’s and law degrees from the University of Florida. He has practiced real estate law in Volusia County for 35 years, and for eight years prior to his election, Larry served as the attorney for Volusia County’s Value Adjustment Board. He was elected Property Appraiser in 2016. Lawrence Yun is Chief Economist and oversees the Research group at the NATIONAL ASSOCIATION OF REALTORS®. He supervises and is responsible for a wide range of research activity for the association including NAR's Existing Home Sales statistics, Affordability Index, and Home Buyers and Sellers Profile Report. He regularly provides commentary on real estate market trends. Dr. Yun creates NAR's forecasts and participates in many economic forecasting panels, among them the Blue Chip Council and the Wall Street Journal Forecasting Survey. He also participates in the Industrial Economists Discussion Group at the Joint Center for Housing Studies of Harvard University. He appears regularly on financial news outlets, is a frequent speaker at real estate conferences throughout the United States, and has testified before Congress. Dr. Yun has also appeared as a guest on CSPAN's Washington Journal. Dr. Yun received his undergraduate degree from Purdue University and earned his Ph.D. from the University of Maryland at College Park.

Due to weather, we rescheduled our Golf Tournament to Monday, June 23rd. House Rules: Dress Code: Jeans or jean shorts are not allowed anywhere on the golf course. Golf attire must include shirts with a collar and shorts no higher than three inches above the knee. Women’s shirts must have either a collar or sleeves. Plantation Bay is a spike-less course. It is your responsibility to inform your players of this policy. Any player not conforming will need to change their spikes or purchase new shoes. Speaker Bios: Samantha West is a dedicated sustainability and resilience professional with a strong background in environmental management, land development, and planning. Currently serving as the Sustainability and Resilience Manager for Volusia County’s Growth and Resource Management Department, she leads sustainability initiatives, manages grants, and oversees key programs, including the Lyonia Environmental Center and the implementation of the county’s Sustainability Action Plan (SAP) and Regional Resiliency Action Plan (RRAP). Samantha holds the Envision Sustainability Professional (ENV SP) credential through the Institute for Sustainable Infrastructure (ISI), demonstrating her expertise in sustainable and resilient infrastructure practices. She is also an ISA Certified Arborist®, further solidifying her commitment to environmental stewardship. With a Graduate Certificate in Ecological Restoration from the University of Florida and a Bachelor of Arts in History and Humanities from Florida State University, Samantha has developed a comprehensive understanding of environmental conservation and regulatory compliance. Throughout her tenure with Volusia County, Samantha has held progressive roles in Planning & Development Services and Environmental Management, demonstrating expertise in zoning, site planning, wetland protection, floodplain management, and interagency coordination.
