Volusia, Flagler to Update Floodplain Management Ordinances


In Fiscal Year 2010, the Federal Emergency Management Agency (FEMA) initiated a coastal flood risk study for the Northeast Florida Study Area. As a result of the coastal flood risk study, FEMA determined that Flagler and Volusia Counties, along with Duval, Nassau, and St. Johns, located on the Atlantic coast, are affected by coastal flooding. FEMA determined that Clay, Lake, Marion, and Putnam Counties, which are not located on the Atlantic coast, will not be affected by coastal flooding moving up inland waterways. 

The preliminary results of the coastal flood risk study have been incorporated into updated digital Flood Insurance Rate Maps (FIRMs) and Flood Insurance Study (FIS) reports.  FEMA has made the Preliminary FIRMs and FIS reports accessible through the Preliminary FEMA Map Products page on the FEMA Flood Map Service Center website, where they are available for viewing or download.

In Volusia, the appeal period closed approximately October 22, 2016. FEMA is now anticipating an effective date in September 2017 (previously expected to be final in May 2017). This is due to a FEMA PM software shutdown early next year. Because of this shut down, Volusia will have about a 1.5 month delay. Once the Letters of Final Determination (LFD) establishes that the flood hazard information is final it will initiate a 6-month compliance period. During the compliance period, the affected communities must adopt the FIRM and update their floodplain management ordinances as appropriate to comply with Federal and State standards. The updated FIRM and FIS report will become effective at the end of the compliance period.

In Flagler, the appeal period was scheduled to start on November 30, 2016, and end on February 27, 2017.
